A Legacy Plan is not intended to be “yet another plan.” Local stakeholders will participate in an inventory of the County’s agricultural, environmental, and cultural resources. LEAM simulations will indicate how future land-use change under different scenarios will threaten identified resources. The database of plan content will reveal the extent to which existing plans protect resources or further exacerbate the threat. Policies and agendas from these plans will drive land-use change in LEAM to explicate the consequences for legacy resources in existing plans. From these different analyses, local stakeholders will have a ready supply of data from which to infer a Legacy Plan (also termed Resource Protection Plan) that addresses the impacts of future growth on legacy resources. Legacy planning is an on-going process in which threats and responses will be continually assessed.

This
project is sponsored by three agencies: the Illinois Department of Agriculture,
the Illinois Historic Preservation Agency, and the Illinois Department
of Natural Resources. The Northeastern Illinois Planning Commission will
assemble the inventory of resources, serve as liason with local stakeholders,
and assist in preparation of the Legacy Plan. A team of University of Illinois
reseachers will work on creating the database of plans, simulating future
land-use change, and drawing inferences from these analyses. |
